According to intelligence sources, Pakistani gangster Shahzad Bhatti, a long-time rival of jailed gangster Lawrence Bishnoi, has emerged as a key handler behind the weapons and explosive consignments being pushed into Punjab to fuel terrorist activities. Agencies said that Bhatti, backed by Pakistan’s Inter-Services Intelligence (ISI), has been instrumental in supplying explosives, including the hand grenade used in the November 25 Gurdaspur police station blast. The Delhi Police recently arrested three men linked to Bhatti’s ISI-sponsored module for their role in the attack, while Gurdaspur Police have detained several others from the same network, claiming to have foiled another planned strike on police establishments.

The National Investigation Agency (NIA) court has initiated proclamation proceedings against United States (US)-based terrorist Harpreet Singh alias Happy Passia and Pakistan-based terrorist Harwinder Singh alias Rinda in the Sector 10 grenade attack case. The court has also declared Babbar Khalsa International (BKI) terrorist Shamsher Singh alias Sehra a proclaimed offender (PO). These actions follow the NIA’s request after the non-bailable warrants against them could not be executed.

A new voice note released on December 5 by Canada-based gangster Goldy Brar marks a further escalation in his feud with the Lawrence Bishnoi gang. The six-minute audio followed an earlier message from Brar and a viral call recording between Bishnoi and Inderpreet Singh alias Parry, who was murdered in Chandigarh on December 1. In the latest clip, Brar warns that Bishnoi has ‘signed his own death warrant’ by allegedly masterminding Parry’s killing. He also highlights growing tensions over the murder of Bishnoi gang financier Jora Sidhu alias Sippa in Dubai, which lies at the core of the dispute. Brar additionally seeks to clear Vikramjit Singh alias Vicky Tehla—whom Bishnoi has allegedly targeted for revenge—insisting that Vicky had “no involvement whatsoever” in Sippa’s death.

According to Intelligence Bureau officials, the drugs entering India are being used to raise funds for the Khalistan movement, while similar cartels are being operated abroad, primarily by Punjabi-Canadians. These global drug networks were established to financially sustain Khalistani activities. After the Khalistan movement was curbed in India, many of its elements moved overseas, most notably to Canada, where they gradually gained political influence and protection due to their control over a sizeable vote bank. The Inter-Services Intelligence (ISI) has helped build this network over the years and, given the scale at which it wants Khalistani outfits to operate, it has increasingly relied on drug money as the primary source of funding.

According to reports, Punjab Police have recommended the cancellation of around 7,000 arms licenses in view of the rising gun culture and deaths caused by celebratory firing at weddings and other events. Special Director General of Police (DGP) Arpit Shukla said many license-holders were found glorifying weapons on social media, misusing them during celebrations, or even using them in criminal activities.

Pro-Khalistan preacher and Khadoor Sahib Member of Parliament (MP) Amritpal Singh has approached the Punjab and Haryana High Court (HC) challenging the legality of his third consecutive detention order under the National Security Act (NSA). He has been in preventive detention at Dibrugarh Jail, Assam, since April 2023, following the initial order issued on March 18, 2023. In his latest petition, he contests the third detention order dated April 17, 2025, which was approved by the state government on April 25 and confirmed on June 24, 2025.

Punjab Police on December 3 arrested a key accused in the November 25 Gurdaspur grenade attack, identified as Mohan Singh and recovered a .32 bore pistol with live cartridges in Bathinda district. Preliminary investigation revealed that he was in contact with Pakistan-based Inter-Services Intelligence (ISI)-sponsored gangster Shahzad Bhatti and acted on his instructions to execute the attack aimed at spreading terror in Punjab. Earlier, police had arrested four others involved in the grenade attack on the Gurdaspur City police station, which caused splinter injuries to two women.

According to sources, advocate Rizwan from Nuh district, Haryana — arrested on November 24 for allegedly spying for Pakistan’s Inter-Services Intelligence (ISI) and facilitating terror funding — is believed to have travelled to Punjab five times in the past three months to conduct suspected terror-linked financial transactions. Investigators found that he allegedly routed about INR 45 lakh through hawala operators. The Special Investigation Team (SIT) has also arrested Ajay Arora of Jalandhar, for allegedly sending money to Rizwan through hawala channels. Following his arrest, three more suspects — Sandeep Singh, Amandeep and Jaskaran — were picked up from Amritsar and are currently under eight days’ police remand. Officials say more arrests are likely.
