On November 21, immigration authorities at New Delhi airport stopped Balwinder Kaur, mother of pro-Khalistan preacher and Khadoor Sahib Member of Parliament (MP) Amritpal Singh, hours before her flight to Canada to visit her daughter and newborn grandchild. Officials informed her that a lookout circular had been issued by Amritsar Rural Police. Earlier, his wife Kirandeep Kaur and his father were also stopped at airports under similar restrictions.

Officials stated that the terror module busted in an encounter near the Ladoval toll on the Delhi–Amritsar highway in Ludhiana on November 20 is directly linked to the Lawrence Bishnoi gang. The two injured accused were acting on the instructions of Pakistan-based handler Jasveer alias Chaudhary and had been tasked with carrying out grenade attacks in Punjab to spread fear and tension. Police also found that one of them is connected to the accused involved in the firing at Salman Khan’s residence. The investigation indicates that their objective was to disrupt public order by targeting government buildings and other sensitive locations with grenades.

According to Border Security Force (BSF)’s annual data for November 1, 2024, to October 31, 2025, at least 1,816 drone sightings were recorded along the Indo-Pak border and 136 along the Indo-Bangladesh border. The 1,952 sightings include cases where the same drone was detected at multiple points. Since 2019, Pakistan-based drug and arms smugglers have increasingly used drones to push narcotics, weapons, and ammunition into India, with most intrusions occurring along Punjab’s border. This year alone, the BSF’s Punjab sector has shot down nearly 255 drones.

According to officials, Punjab Police have, in November, busted at least seven terror–gangster modules allegedly assigned ‘target-killing’ missions by foreign-based handlers operating from Pakistan, Canada, and Europe, indicating a growing nexus aimed at destabilizing the border state. Police also stated that credible inputs point to Pakistan’s Inter-Services Intelligence (ISI) being behind the recent surge in such incidents and pushing more weapons across the border. Officials added that this spike has been observed after ‘Operation Sindoor,’ with gangster-terror modules receiving hit lists, weapons, and logistical support from foreign handlers. A senior official said that at least 15 members of these modules have been arrested and 18 pistols recovered. Punjab Director General of Police (DGP) Gaurav Yadav stated that Punjab police have succeeded in busting most of the modules tasked with carrying out ‘target killings,’ noting that the ongoing crackdown also reflects the desperate efforts of groups inimical to the state. He added, “There have been desperate attempts from across the border to disturb peace, but our agencies remain active and alert to meet these challenges.” According to state police data, Punjab has witnessed a five-fold surge in arms smuggling from Pakistan across the border. By October 31, authorities had seized 375 weapons, including AK-47 rifles, grenades, and improvised explosive devices. The scale of smuggling this year has already surpassed the combined total from 2021 to 2024.

Punjab Police dismantled a multi-state gangster–terror module allegedly linked to Pakistan’s Inter-Services Intelligence (ISI), arresting five accused and recovering two Chinese 86P hand grenades, five .30-bore pistols, and over 40 live rounds in two separate incidents in Ludhiana district on November 20. Police found that the suspects were in regular contact with Pakistan-based handler Jasveer alias Choudhary via WhatsApp to carry out grenade attacks in Punjab. Their ISI handler used YouTube videos to remotely train the recruits on operating and detonating grenades; these videos, shared through virtual numbers, were recovered from the accused’s mobile phones. Ludhiana Commissioner of Police Swapan Sharma confirmed the arrests and highlighted a ‘new and dangerous trend’ in which ISI operatives are recruiting criminals from outside Punjab to execute terror acts, making it more difficult for law enforcement to trace the conspirators. In a joint operation with the Counter-Intelligence Wing, Ludhiana Police initially arrested three individuals, identified as Shamsher Singh from Ferozepur, Punjab, Harsh Ojha from Bihar, and Ajay from Haryana, from Ludhiana district. On November 20, Ludhiana Police arrested two terrorists, identified as Deepak alias Deepu and Ram Lal, along with a cache of arms and ammunition after an encounter near the Chahar Toll Plaza on the outskirts of Ludhiana city in Ludhiana district, in which both were injured.

Ferozepur Police, in an early-morning operation on November 20, arrested the main accused in the murder of Naveen Arora, son of a Rashtriya Swayamsevak Sangh (RSS) leader, identified as Gursimran Singh alias Jatin Kali after a brief encounter near Sodhiwala in Arif Ke village in Ferozepur district. The accused was injured in the exchange of fire, and police recovered a .32-bore pistol from him. Two co-conspirators, Harsh and Kanav, had already been arrested on November 17. The identity of another accused has been withheld to avoid hampering the investigation, while a fifth accused, Badal, remains absconding.

On November 20, Ludhiana Police averted a major terror attack by arresting two terrorists along with two Chinese hand grenades, five pistols, and around 50 live cartridges after an encounter near the Chahar Toll Plaza on the outskirts of Ludhiana city in Ludhiana district. The injured terrorists, who sustained multiple bullet wounds, were shifted to the Civil Hospital, Ludhiana. According to police, the duo was part of an ISI-backed terror module and was planning to strike a strategic location in Punjab to spread terror.
