Wadhawa Singh, the chief of the Pakistan-based Babbar Khalsa International, who has been involved in several crimes, including those committed in the 1980s, has been settled in Lahore, Pakistan since 1993-94. He was a well-known figure who would identify Sikh youths visiting Pakistan as part of Sikh pilgrim jathas and radicalize them with the assistance of ISI conduits. He also provided weapon training to these individuals in Lahore, enabling them to carry out terrorist activities in Punjab. Additionally, he has been involved in facilitating the smuggling of a significant quantity of arms and explosives across the border, intended for terrorist activities in Punjab. He is known as one of the masterminds behind the assassination of former Chief Minister of Punjab S. Beant Singh on August 31, 1995, the Shingar cinema blast on October 14, 2007, and the killing of Rulda Singh, the President of Rashtriya Sikh Sangat, Unit Punjab, on July 29, 2009.
According to police records, a human bomb trained by him was sent to India to target KPS Gill, the ex-DGP of Punjab, in June 1999. Wadhawa Singh was also appointed as the head of all Sikh militant organizations in Pakistan. He maintained a close nexus with Kashmiri militants and, together with Ranjit Singh Neeta, was given the additional responsibility of carrying out terrorist activities in Jammu & Kashmir.
According to media reports, Wadhawa Singh also operates a construction business and owns several shops in Lahore, Pakistan.
He also maintains links with Pakistan-based Islamic terrorists and has close associations with radical elements based in the UK, USA, Canada, and European countries.
